League Constitution
1.
Name, and
Constituent Clubs:
The League name will be ÒWest Yorkshire Winter LeagueÓ, herein referred to as the ÔLeagueÕ.
The constituent clubs are currently as follows:
Baildon Runners
Dewsbury Road Runners
Idle Athletic Club
Leeds and Bradford Tri Club
Pudsey Pacers Running Club
St. BedeÕs Athletic Club
Skipton Athletics Club
Stainland Lions Running Club.
2.
Purpose and
Objectives:
2.1 The purpose of the League is to co-ordinate and manage cross country running through the organisation of 5 cross country race fixtures during each winter season.
2.2 The objectives of the League:
á To encourage the practice and development of cross country running.
á Encourage all members to be good ambassadors for the sport.
á Provide a welcoming environment that provides equal access, irrespective of gender, ethnic origin or ability.
á To encourage team participation that extends beyond the 5 race fixtures. This includes partication in the LeagueÕs yearly ÔPresentation NightÕ and other occasional events organised in the LeagueÕs name.

Affiliation:
The League is affiliated to the North of England Athletic Association.
The League will compete in Cross Country Running.
4.
Membership:
Membership shall consist of affiliated Clubs (herein referred to as ÒClubsÓ), who are based in or around West Yorkshire and who seek to join the League through the League meeting held in September of each year. The League is open to all first and second claim members of the participating Clubs (amateurs as defined by UK Athletics), over the age of 18 years, although no athlete can compete for more than one club in the same season. In addition ÔguestÕ runners can participate in individual events although their race score will not be included within the results and they must pay a £2 insurance levy prior to participation if they are not members of an NoEAA affiliated club. This will be forwarded to the NoEAA with the appropriate forms.
5. Management of the League:
(i) Officers
The League officers, who will be nominated in writing before each annual meeting, or from the floor of the meeting, and elected at that meeting, will be as follows:
Chairman - currently Paul Norman
Secretary - currently Chris Smith
Treasurer - currently Davina Smith
The Management will consist of officers and elected representatives. Any issues that members of the participating Clubs would like to be raised and discussed should either be raised through the Representative from the individualÕs club or directly through the Secretary of the League who will then raise them on the memberÕs behalf. All meetings will be minuted.
6. Powers and Duties within the League:
In addition to the general or specific powers conferred from time to time by the Club Representatives and the League Secretary, the League shall:
i) Ensure that each Cross Country event has a ÔpermitÕ and that appropriate Ôrisk assessmentsÕ have been carried out.
ii) Investigate any instances of alleged breach of rules, misconduct or improper practice in events taking place within its boundaries, and recommend appropriate action.
iii) Ensure, as far as possible, that the Clubs fulfil their obligations to members and/or competitors in accordance with UKA Rules.
7. Annual subscriptions:
Annual Subscriptions should be paid prior to the start of the first event. These are currently £50 per Club.
The Committee (Club Representatives) have the power to expel any Club whose subscription is six months in arrears providing that one monthÕs notice in writing has been given.
8. Annual General Meeting:
A League Meeting will be held in September of each year for the purpose of:
A). Receiving the Annual Report of the League.
b). Receiving Statement of Account and Balance Sheet.
c) The appointment of an Auditor for the coming year.
c). Agreeing on the participating Clubs for the ensuing year.
d). considering any amendments to the Constitution Rules.
Attendance of 50%
of membership will be required to form a quorum. Further Meeting(s) of the
participating clubs may be called at any time in the name of the League
Secretary/Club Representative.
Each fully paid up Club representative present at the League Meeting
shall have one vote.
9. Finances:
A yearly audited Financial Statement (Balance Sheet) showing the financial position of the League will be circulated to all Club Representatives with League minutes. The League will maintain a cheque account, signatories to be the Chairman and Secretary, in the name ÒWest Yorkshire Winter LeagueÓ. If the League folds its funds will be split equally between the constituent clubs.
10. Membership:
The League expects all participating members to be good ambassadors of the sport and should any circumstances arise which, in the opinion of the Secretary and/or Club Representatives is likely to endanger the welfare or good order of the League, it shall be at their discretion to remove the name of any member/ or Club from the League. Such individual will immediately cease to be a member thereof, and will forfeit claims to the funds or property of the League.
11. Amendments:
After a notice of motion to amend the constitution has been given, the constitution may be amended by a two-thirds vote of the members present at a League Meeting.
